The consulting and advisory services of SPEED support local administrative and development bodies and agencies in the following fields:

• planning, management and implementation of local and regional development projects and programs

• preparing business plans, actions, local programs for sustainable development, environmental studies, cost – benefit studies, and studies of socioeconomic impacts from the infrastructure projects

• exploring funding opportunities and preparing proposals to national and European programs in an effective and timely manner

• implementing coordination and communication activities

The services of SPEED in other sectors (rural development, environmental planning and management, entrepreneurship and SMEs, energy planning and renewable energy, tourism development and alternative forms of tourism) further complement and target the specialised services of SPEED to the local administrative sector.
